Texas Medicaid STAR+PLUS gives members two ways to receive personal assistance services — and in both, a qualified family member can be the person providing the care.

  • Agency option — Newport hires and pays your family member as the caregiver of record. We handle onboarding, training, scheduling, EVV visit verification, and payroll. Most families start here because it is the simplest path.
  • Consumer Directed Services (CDS) — you (the member or your representative) act as the employer and direct the care, while a financial management services agency handles payroll and taxes. CDS gives families the most control over hiring and schedules.
