What Personal Assistance Services covers
Personal Assistance Services (PAS) is a Texas Medicaid benefit that brings hands-on, non-medical support into the home for adults who need help with the activities of daily living. Newport Home Health Agency is licensed by the Texas Health and Human Services Commission (HHSC) to deliver PAS across the Dallas-Fort Worth Metroplex, Houston, and San Antonio.

Who qualifies for PAS in Texas
To receive PAS through Newport, a client generally needs to be enrolled in Texas Medicaid (most often through the STAR+PLUS waiver program for adults with disabilities or seniors) and have a documented need for help with at least one activity of daily living. Eligibility is determined by the client’s Medicaid Managed Care Organization through an in-home assessment by a service coordinator — Newport’s intake team works directly with the MCO to gather authorizations and start care as soon as approval is in place.
Common qualifying situations include recovery after a hospital or rehab stay, progression of a chronic condition (diabetes, heart failure, dementia, Parkinson’s), recent fall or mobility decline, and lack of a family caregiver who can cover daytime hours.
